Clarifies that parents, guardians, or custodians of a child in youth court proceedings have the right to request and receive copies of records, reports, and investigations to be considered at hearings.

Requires redaction of reporter identity and names of other individuals whose safety could be endangered before providing copies to parents or their attorneys.

Specifies that records provided to attorneys must remain under attorney control and cannot be shared with other persons or entities without prior court consent.

Takes effect July 1, 2019.
