Extends automatic repeal dates from July 1, 2019 to July 1, 2023 for five sections of Mississippi Code relating to the Department of Human Services (sections 43-1-1, 43-1-2, 43-1-3, 43-1-5, and 43-27-20).

Maintains the Department of Human Services' authority over public welfare functions, executive director qualifications, organizational structure, and reporting requirements during the extended period.

Preserves restrictions on the department's ability to privatize or contract operations of offices, bureaus, or divisions without specific legislative authorization.

Extends provisions governing the Division of Community Services within the Department of Youth Services, including duties related to probation, aftercare, and counseling services.

Takes effect July 1, 2019 and sunsets four years later on June 30, 2023.
