Establishes a secure internet website through the Secretary of State to allow eligible voters to submit voter registration applications and registered voters to update their name, address, or other registration information.

Requires the website to use software that verifies applicant information against Mississippi Department of Public Safety records, including driver's license or photo identification number, name, and date of birth.

Directs the Secretary of State to forward applications to the county registrar where the applicant resides, who shall review and may reject applications if information does not match Department of Public Safety records or for reasons specified in Section 23-15-47(2)(d).

Makes anyone who attempts fraudulent electronic voter registration or changes to registration information subject to penalties for false registration under Section 97-13-25.

Requires the Secretary of State and Department of Public Safety to enter into a memorandum of understanding for sharing information needed to implement online registration; effective July 1, 2019.
