Eliminates the per diem payment system ($67.00 per meeting, maximum 36 meetings annually) and replaces it with a salary based on student enrollment effective July 1, 2019.

Sets school board member salary at 25 cents per enrolled student, calculated annually based on October 1 enrollment figures, with a minimum annual salary of $2,400.00.

Requires school board members who miss 20% or more of meetings in a calendar year (except for military duty) to reimburse the school district a proportionate amount of their annual salary.

School board presidents must submit an annual report to the State Board of Education by February 1 identifying any members who missed 20% or more of meetings during the preceding calendar year.

Board members remain ineligible for state employee group insurance, retirement benefits, or other fringe benefits, but continue to receive reimbursement for necessary expenses and mileage.
