Adoptees may obtain a certified copy of their original birth certificate marked "cancelled and revised" if at least 21 years have passed since issuance of the revised birth certificate following adoption.

Original birth certificates must be removed from public records and placed in a locked vault, accessible only by court order or under specific adoption records provisions.

Birth parents may file affidavits authorizing or prohibiting release of their identity information to adoptees, but such affidavits do not prevent adoptees age 21+ from obtaining their original birth certificate under the new provision.

The Bureau of Vital Statistics shall maintain centralized adoption records files containing medical and social history of birth parents, adoptee information, and birth parent contact details for all adoptions finalized after July 1, 2005.

The act becomes effective July 1, 2019.
