Maintains requirement that first renewal may be processed by mail, but subsequent renewals must be in person only every ten years to submit a new photograph.

Keeps renewal fee at $40.00 for most applicants, with reduced fee of $20.00 for residents aged 65 and older; honorably retired law enforcement, disabled veterans, and active duty military remain exempt from renewal fees.

Simplifies renewal process by eliminating fingerprint processing requirement while still conducting background checks through NICS system to verify applicants remain qualified under existing criteria.
