Amends Mississippi Code Section 63-7-11 to require vehicles operated on public roads, streets, or highways to use headlights during two specific times: from sunset to sunrise, and whenever precipitation or other conditions necessitate the use of windshield wipers.

Requires both front and rear lamps to be operated during the conditions specified, making headlight use mandatory when wipers are needed due to weather or visibility conditions.

Becomes effective July 1, 2019.
