Requires the annual Mississippi Adequate Education Program (MAEP) appropriation bill to identify funding amounts for each component: instructional cost, administrative cost, plant and maintenance, ancillary support, at-risk pupil programs, and all add-on programs, effective fiscal year 2020-2021.

Mandates school district budgets contain detailed statements showing estimated expenditures by program category and separately identify amounts from MAEP funds, local maintenance funds, and other sources, effective fiscal year 2020-2021.

Limits school district expenditures to specific budget categories approved in the MAEP appropriation bill, with transfers between categories restricted to 10% increases in major objects if offset by corresponding decreases in other objects, except for salaries and capital equipment.

Establishes personal liability for school board members, superintendents, and school officials who knowingly incur contracts or expenditures exceeding available resources in a specific budget category, with exemptions for gubernatorial MAEP payment reductions and certain tort claims.

Effective date of July 1, 2019.
