Exempts records of concealed carry permit applications and active license holders from the Mississippi Public Records Act, making them available only to law enforcement through the Mississippi Crime Information Center and by court order.

Removes the public records exemption for administrative orders of revocation and court orders affirming revocation that become final, allowing these documents to be publicly disclosed.

Requires the Department of Public Safety to post revoked permit information on its website, including the permitee's name, date of revocation, reason for revocation, and a photograph taken within 15 days of revocation.

Amends Section 25-61-11.1 to clarify that weapon permit holder information remains confidential except as provided in the concealed carry permit statute regarding revocations.

Takes effect retroactively to July 1, 2011, applying to all carry permit revocations since the inception of the Instructor-Certified program.
