Allows persons 18 years of age or older who have completed firearms training from a certified instructor to obtain an instructor-certified concealed-carry license under Section 45-9-101.

Authorizes holders of instructor-certified concealed-carry licenses to carry concealed weapons on educational property, with exceptions for courtrooms during judicial proceedings and certain other restricted locations.

Clarifies eligibility requirements for instructor-certified concealed-carry licenses by specifying three paths: completion of certified firearms safety course, active/veteran military service, or honorably retired law enforcement/military status.

Amends fingerprinting procedures to require a minimum of three attempts before reverting to name checks for applicants unable to provide legible fingerprints.

Effective date: July 1, 2019.
