Requires the Board of Trustees of the Natchez-Adams Special Municipal Separate School District to be elected rather than appointed, beginning with the election on the first Tuesday after the first Monday in November 2019.

Establishes five board members elected from districts that are identical to the county's board of supervisors districts, with members serving four-year terms beginning January 2, 2020.

Designates school board elections as nonpartisan, with candidates listed alphabetically on ballots with no party affiliation shown and candidates prohibited from campaigning based on party affiliation.

Sets candidate filing deadline as 5:00 p.m. on March 1 (for 2019 and every four years thereafter) with a filing fee of $15.00 paid to the circuit clerk.

Provides that vacancies are filled by appointment within 60 days by whichever entity (municipality or county board of supervisors) has more students in that district, with special election procedures if the unexpired term exceeds six months.
