Establishes the Mississippi Education Savings Scholarship Accounts Program administered by the State Department of Education to provide education funding options for eligible students who withdraw from public schools.

Provides participating families with 90% of the base student cost allocation under the Mississippi Adequate Education Formula, plus a pro rata share of local school district ad valorem tax receipts for education expenses.

Authorizes account funds for private school tuition, textbooks, tutoring, educational therapies, online learning programs, college preparation tests, postsecondary institution costs, and certain public school services.

Requires parents to sign agreements ensuring students receive instruction in reading, grammar, mathematics, social studies, and science while prohibiting enrollment in public or charter schools.

Establishes oversight mechanisms including annual audits by the State Department of Education, contract management with private financial firms, and referral of fraudulent cases to the Attorney General.
