Requires refugee sponsors to enroll refugees with the Mississippi Department of Human Services within 30 days of entering the state, with enrollment information forwarded to the Department of Public Safety.

Mandates sponsors provide refugee registration information including name, address, employment status, employer contact information, criminal record, and government assistance received, with updates required within 10 days of any changes.

Establishes strict liability for refugee sponsors if the refugee engages in reckless or willful conduct, commits an act of terrorism, or commits a violent crime resulting in physical harm, injury, or property damage.

Requires the Mississippi Department of Public Safety to confirm that refugees placed in Mississippi do not pose a public safety risk and report findings to the Legislature annually by December 1st.

Takes effect July 1, 2019.
