Authorizes and directs public school districts to allow parents or legal guardians to opt out of Common Core aligned curricula and the sharing of their child's personal information with federal government, other agencies, and private contractors.

Requires school districts to make an opt-out form available at local school board offices and online beginning July 1 prior to each school year, allowing parents to select specific activities to exempt their children from.

Permits parents to opt out of standardized testing where student data is collected and shared outside the district, assessments measuring values or beliefs, surveys on sensitive personal topics, and collection or sharing of biometric, psychometric, religious, or political information.

Requires school districts to exempt from public disclosure any information protected under the federal Family Educational Rights and Privacy Act (FERPA), and to exempt directory information from disclosure when requested for surveys, marketing, or solicitation unless deemed consistent with educational mission.

Directs the State Board of Education to issue rules and regulations requiring all school districts to comply with the student confidentiality and Common Core curriculum opt-out provisions; effective July 1, 2019.
