Requires pet dealers, kennels, stables, and animal shelters to obtain an annual license from the Mississippi Commissioner of Agriculture, with violation constituting a misdemeanor.

Sets license fees between $50 and $400 annually, with the commissioner authorized to establish different fee classes for wholesale and retail operations; all fees deposited in the State General Fund.

Imposes a 100% penalty fee for late license renewal (more than 10 days after expiration) or delayed initial application (more than 10 days after notice).

Authorizes the commissioner to deny, suspend, or revoke licenses for violations and permits inspections of facilities and animals by the commissioner or designated agents at any time.

Requires licenses to be prominently displayed at each business location and amends Section 69-1-13 to include pet dealer licensing as a duty of the Commissioner of Agriculture.
