Changes municipal separate school district trustees from appointment by city governing authorities to election by qualified electors beginning June 2021.

Establishes five special trustee election districts apportioned by the school board based on population and other court-recognized factors.

Extends trustee terms from five years to four years, with elections held every four years in the same manner as other municipal elections.

Applies the same election procedures to special municipal separate school districts, giving their boards authority to apportion trustee election districts.

Repeals former provisions governing trustee selection methods for added territory and special municipal separate school districts, effective July 1, 2019.
