Establishes the Pay for Success Contracts Program within the Department of Finance and Administration to authorize performance-based contracts with lead contractors for program-eligible interventions.

Requires a request for proposal process and public comment period before entering contracts; contracts must define intervention types, performance targets, evaluation methods, and limit service provision to seven years unless performance targets are met.

Creates the Pay for Success Contracts Fund in the State Treasury, funded by appropriations and monies from state spending reductions resulting from successful programs; success payments require annual legislative appropriation.

Allows one or more public school districts to participate as additional parties to state contracts with approval from the Department of Finance and Administration, lead contractor, school superintendent, and local school board; contracts must allocate payment responsibilities between state and districts.

Requires the Department of Finance and Administration to publish annual summaries of performance targets met/not met and success payments paid; prohibits investors from dictating service delivery methods unrelated to achieving success measures; effective July 1, 2019.
