Extends the validity period of concealed-carry permits from five (5) years to ten (10) years from the date of issuance.

Increases the initial license fee from $80.00 to $140.00 for concealed-carry permits.

Increases the renewal fee from $40.00 to $70.00, with the renewal fee for residents aged 65 or older increasing from $20.00 to $30.00.

Exempts honorably retired law enforcement officers, disabled veterans, and active duty Armed Forces members from paying license and renewal fees.

Effective date is July 1, 2019.
