Removes license suspension requirement for controlled substance violations unrelated to operating a motor vehicle; maintains suspension only for driving under the influence convictions.

Raises the age threshold for license suspension in drug-related cases from 15 to 16 years old.

Requires all drug courts to make medication-assisted treatment available as an option for program participants, in accordance with National Drug Court Institute recommendations.

Prohibits denying earned-discharge credits to offenders on probation or parole solely based on inability to pay fees or fines if the offender is determined to be indigent.
