Requires law enforcement agencies to notify the Mississippi Bureau of Investigation when an officer-involved death occurs, and mandates the bureau to investigate the circumstances.

Directs the Attorney General to review investigation results and determine whether evidence should be presented to a grand jury.

Requires the Attorney General to appoint a district attorney from outside the county where the death occurred to serve as special prosecutor if grand jury presentation is warranted.

Makes the special prosecutor responsible for prosecuting any criminal charges filed in connection with the officer-involved death.

Takes effect July 1, 2019.
