Extends Mississippi's compulsory school attendance law to include kindergarten-age children (age 5 by August 1) who must attend licensed public, parochial, nonpublic, or homeschool kindergarten programs.

Changes the age threshold for compulsory attendance from age 6 to age 5, and moves the enrollment deadline from September 1 to August 1 of each school year.

Requires kindergarten programs to be licensed and designed to address cognitive, social, and emotional needs of five-year-old children.

Applies existing enforcement mechanisms for compulsory attendance violations to kindergarten-age children, including reporting requirements and potential youth court proceedings for noncompliance.

Becomes effective July 1, 2019.
