Reconstitutes the Jackson County Utility Authority board to consist of seven directors appointed by the City of Pascagoula, City of Moss Point, City of Ocean Springs, City of Gautier, and Jackson County Board of Supervisors (which appoints three directors).

Reduces director term length from six years to four years after initial terms expire, with directors serving at the pleasure of their appointing authority.

Removes the prohibition against elected officials serving on the board.

Establishes a quorum requirement of four affirmative votes from the seven-member board to pass initiatives; bond issues, capital improvements, and rate increases require unanimous consent.

Takes effect upon passage.
