Creates Mississippi Code Section 41-41-34.1 prohibiting abortion of an unborn human individual with a detectable fetal heartbeat, with exceptions only to prevent death of the pregnant woman or serious risk of substantial and irreversible impairment of a major bodily function.

Defines "fetal heartbeat" as cardiac activity or steady and repetitive rhythmic contraction of the fetal heart within the gestational sac.

Requires physicians performing abortions under the medical emergency exceptions to declare in writing under penalty of perjury the medical necessity and rationale, and maintain documentation for at least seven years.

Makes violation of the fetal heartbeat abortion prohibition punishable under existing Section 41-41-39 penalties.

Amends Section 73-25-29 to add performing an abortion after detecting fetal heartbeat as grounds for physician license revocation, suspension, or disciplinary action.

Takes effect July 1, 2019.
