Transfer the Office of Public Safety Planning from the Mississippi Department of Public Safety to the Mississippi Department of Finance and Administration, effective July 1, 2019.

All duties, powers, assets, liabilities, contractual rights, and property of the transferred office vest in the Department of Finance and Administration, and all employees become employees of that department.

Remove the Office of Public Safety Planning from the list of required organizational units within the Department of Public Safety under Mississippi Code Section 45-1-2.

Add the Office of Public Safety Planning to the powers and duties of the Department of Finance and Administration under Mississippi Code Section 27-104-3.

Authorize the Executive Director of the Department of Finance and Administration to combine, abolish, or reorganize employee positions and offices as necessary to achieve economy and efficiency.
