Exempts county-owned nonhazardous solid waste facilities that accept rubbish, limbs, leaves, and building debris from per-ton fees imposed on out-of-state waste management under Section 17-17-219(2)(b).

Transfers fee collection and administrative responsibilities from the State Tax Commission to the Department of Revenue.

Maintains $1.00 per-ton fee on municipal solid waste managed through landfilling, incineration, or waste-to-energy operations for commercial facilities.

Continues allocation of collected fees: 50% to Mississippi Nonhazardous Solid Waste Corrective Action Trust Fund and 50% to Environmental Protection Trust Fund.

Takes effect July 1, 2019.
