Authorizes issuance of state general obligation bonds not to exceed $100,000 to assist the McComb Main Street Association in establishing a McComb and Pike County Musical Heritage/Creative Arts Museum in McComb, Mississippi.

Creates a special fund designated the "2019 McComb and Pike County Musical Heritage/Creative Arts Museum Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Grants the State Bond Commission authority to issue, sell, and manage the bonds, determine sale method, advertise for bids, and prescribe bond terms including maturity dates not exceeding 25 years.

Pledges the full faith and credit of Mississippi to repay bonds; requires State Treasurer to issue warrants and forward payment amounts to ensure principal and interest payments are made when due.

Bonds must be issued by July 1, 2023, and any remaining fund balance after project completion shall be applied to pay debt service on the bonds.
