Allows parents or guardians of students in schools or school districts with withdrawn accreditation to petition any accredited school district of their choice for transfer, which must be granted on a space-available basis.

Students transferring under this provision may continue attending the receiving district even if their home district's accreditation is later restored.

Requires the receiving school district to transfer monthly per-pupil adequate education program funds from the student's home district.

Establishes that transportation of transferred students is the responsibility of parents or guardians unless the receiving school district agrees to provide it.

Prohibits receiving school districts from charging tuition fees to students transferred due to accreditation withdrawal, effective July 1, 2019.
