Creates Section 29-5-2.2 authorizing the Department of Finance and Administration (DFA) to act as central leasing agent for all state agencies requiring office space, effective January 1, 2020, with priority given to housing agencies in state-owned buildings when available.

Requires state agencies to obtain DFA approval before entering, renewing, or negotiating any lease, lease-purchase, or building purchase agreements, and mandates agencies located in Hinds, Madison, or Rankin County be housed in the Capitol Complex when feasible.

Directs DFA to adopt space allocation standards, establish a standard lease form for private property rentals, and use Request for Proposal (RFP) selection process when leasing private space, with awards based on lowest and best proposals.

Defines the "Capitol Complex" as a specific geographic area in Jackson bounded by Pascagoula Street, Mill Street, Woodrow Wilson Avenue, Livingston Road, Stonewall Street, Mitchell Avenue, State Street/US 51, Old Canton Road, Lakeland Drive, Interstate 55, Pearl Street Access Road, and Jefferson Street.

Amends numerous state agency statutes (including education, mental health, Medicaid, housing, transportation, and water management agencies) to make their property acquisition and leasing powers consistent with the new centralized DFA leasing authority.
