Authorizes issuance of state general obligation bonds up to $1,300,000 to fund acquisition, storage, relocation of artifacts and design, fabrication, installation of permanent exhibits at Delta Blues Museum in Clarksdale, Mississippi.

Creates a special "2019 Delta Blues Museum Fund" within the State Treasury to receive bond proceeds and disburse funds under direction of Department of Finance and Administration.

Bonds shall mature no later than 25 years from issuance date, with no bonds issued after July 1, 2023.

Bonds are general obligations of Mississippi with full faith and credit of the state pledged for repayment; bond income is exempt from state taxation.

Remaining fund balance after project completion shall be applied to pay debt service on bonds.
