Requires dealers selling new or used all-terrain vehicles to furnish purchasers with a title application at no charge and forward required documents to the Department of Revenue, effective July 1, 2019.

Allows voluntary title applications for any all-terrain vehicle that has not been issued a certificate of title.

Changes prior permissive language ("may") to mandatory language ("shall") for dealer responsibilities in titling all-terrain vehicles.

Adds all-terrain vehicles to the definition of "dealer" to clarify that dealers regularly buying, selling, or exchanging all-terrain vehicles are subject to titling requirements.

Establishes a misdemeanor penalty not exceeding $500 for dealers who fail to comply with all-terrain vehicle titling provisions.
