Amends Section 41-61-63 of Mississippi Code to clarify that counties must bear the costs of forensic laboratory services and postmortem studies not performed by the Mississippi Forensics Laboratory.

Requires medical examiners to obtain postmortem blood, urine, vitreous fluids, and other noninvasive samples in death investigations where autopsies will not be performed, with costs borne by the county.

Authorizes county medical examiner investigators to collect postmortem specimens themselves after completing death investigation training.

Makes the cost allocation requirement conform to Section 261 of the Mississippi Constitution of 1890 regarding county financial responsibilities.

Effective upon passage.
