Creates a seven-member study committee to evaluate Mississippi's state fleet management operations, comprising three Senate members (appointed by Lieutenant Governor), three House members (appointed by Speaker), and the Director of Finance and Administration as a non-voting ex officio member

Committee must be appointed within 30 days and shall elect its own chairman, vice chairman, and other officers at its first meeting

Study committee will evaluate fleet management operations to identify potential efficiencies and cost savings

Legislative members receive reimbursement from their respective house contingent expense funds with Rules Committee approval; committee may accept donations or grants from public or private sources

Committee must submit findings and recommendations to the Legislature before January 1, 2020, at which time it will be dissolved
