Amends Mississippi Code Section 99-19-101 to prohibit imposing the death penalty on defendants with intellectual disabilities.

Adds requirement that jury must unanimously find in writing that the defendant is not intellectually disabled (if alleged as a defense) before imposing a death sentence.

Defines "intellectual disability" as significantly subaverage general intellectual functioning existing with defects in adaptive behavior manifested during the developmental period.

Effective date is July 1, 2019.
