Prohibits municipalities with populations over 150,000 (based on 1990 census) from charging higher water rates to consumers residing outside and within one mile of municipal corporate limits than rates charged within the municipality, unless justified by additional service costs.

Requires municipalities seeking higher rates outside corporate limits to file a written report with the Public Service Commission and Public Utilities Staff detailing why higher rates are just, reasonable, and necessary.

Mandates Public Utilities Staff review and recommendation within 45 days, with Public Service Commission making final rate determination after a public hearing within 30 days of staff recommendation.

Caps maximum allowable rate at twice the rate charged within municipal corporate limits, even with Public Service Commission approval.

Amends Section 77-3-1 to make Section 21-27-39 apply to municipal utility rate regulations for service extensions outside corporate boundaries.
