Grants the Commission on Wildlife, Fisheries and Parks authority to regulate hunting, fishing, wildlife viewing, guide and outfitter services, including prescribing license forms and establishing fees.

Sets annual guide service license fees at a maximum of $150 for residents and a minimum of $150 for nonresidents; sets annual outfitter's license fees at a maximum of $250 for residents and a minimum of $250 for nonresidents.

Requires freshwater fishing guides, outfitters, skippers, or captains using boats to obtain an annual fishing guide boat license and decal for each boat at a fee of $250, along with boat registration and proof of liability insurance.

Requires resident guide licensees to provide one year proof of residency and hold a valid sportsman's license; requires nonresident licensees to hold a valid nonresident fishing license.

Mandates first aid and CPR certification for guides and outfitters; violations of this section are Class II violations enforceable under Section 49-7-143; effective July 1, 2019.
