Amends Mississippi Code Section 43-21-261 to allow legislative committees and individual legislators to access youth court and child protection records with prior written consent from the child's parent, guardian, or custodian.

Establishes a standardized "Youth Court and Child Protection Services Record Release Form" that must be completed and signed to authorize record disclosure to legislators.

The release form requires the parent/guardian/custodian to provide personal information including name, address, contact details, date of birth, and explanation of the issue and desired outcome.

Records disclosed to legislators must remain confidential and cannot be shared with third parties without additional court authorization.

Takes effect July 1, 2019.
