Prohibits state agencies, political subdivisions, and their employees from enforcing or participating with the Patient Protection and Affordable Care Act (ACA) signed March 23, 2010.

Bans use of state funds or assets on or after July 1, 2015 to assist federal agencies in enforcing ACA-related federal acts, laws, orders, rules or regulations.

Denies state grant funds to agencies or political subdivisions that violate the ACA enforcement prohibitions following a final judicial determination.

Requires state employees or contractors who knowingly violate the prohibitions to forfeit office, be deemed ineligible for future state office, and be permanently barred from providing services to the state.

Amends Mississippi Code Section 43-13-101 to prohibit the state from establishing, facilitating, implementing or participating in Medicaid program expansion under the ACA.
