Prohibits use of public funds (federal, state, local, student tuition/fees, or public facilities) for abortion, abortion training, or family planning services, with exceptions only for abortions necessary to save the mother's life, or in cases of rape, incest, or fatal fetal malformation.

Bans state employees from performing or assisting abortions within scope of employment and prohibits public institutions from leasing facilities to abortion providers, except when mother's life is endangered.

Requires family planning contractors receiving state or federal funds to certify in writing that they will not perform, refer for, or counsel in favor of abortions; non-compliance results in fund recoupment and civil penalties up to $1,000 per day.

Restricts school-based health clinics from providing abortion services, abortion counseling, abortion referrals, or emergency contraception to public school students.

Prohibits use of legal services funds and Interest on Lawyer Trust Accounts (IOLTA) for advocating abortion rights or providing legal assistance related to abortion procurement or performance.
