Transfers all powers and responsibilities of the State Board of Education to the Office of the Governor, effective January 1, 2020.

Replaces all references to "State Board of Education" with "Office of the Governor" throughout Mississippi Code sections 37-1-1 through 37-1-13, 37-3-1, and 37-3-9.

Governor becomes responsible for adopting rules, regulations, standards, and policies for the State Department of Education's organization, operation, management, planning, budgeting, and programs.

State Superintendent of Public Education shall be appointed by the Governor with Senate advice and consent, and serves at the Governor's will and pleasure.

All regulations, actions, contracts, expenditures, and employment actions by the State Board of Education prior to January 1, 2020, are retroactively ratified; all State Board property transfers to the Office of the Governor.
