Authorizes school districts to process either a single monthly payroll or semimonthly payroll for licensed and nonlicensed employees at the discretion of the local school board.

Requires electronic settlement of payroll through direct deposit of net pay for all school district employees.

Applies the semimonthly or monthly payroll option to the distribution of Adequate Education Program Fund payments to school districts and charter schools.

Maintains minimum monthly salary payment requirement with salaries payable in equal monthly installments beginning in the first month of employment.

Takes effect July 1, 2019.
