Allows towing companies to retain possession of personal property contents found in towed vehicles to satisfy unpaid towing and storage costs, provided no superior ownership rights exist in an innocent third party.

Prohibits towing companies from retaining vehicles or personal property when a repossession is initiated by a lienholder of record listed on the vehicle's certificate of title.

Grants vehicle owners the exclusive right to retrieve certain items before paying towing or storage costs, including prescription medications, medical supplies, educational materials, child safety seats, addressed mail, and financial documents or identification.

Requires towing companies to notify owners and lienholders of vehicles and personal property by registered mail within ten days of tow, and to publish public auction notices for two consecutive weeks in a newspaper before selling retained property.

Effective July 1, 2019.
