Eliminates nonadjudication option for all DUI offenses for both minors and adults by removing subsection (14) provisions.

Increases penalties for first-offense DUI: fines of $500-$2,000 and mandatory 48 hours jail time that cannot be suspended or reduced.

Increases penalties for second-offense DUI within 5 years: fines up to $2,000, minimum 7 days to 1 year imprisonment, and 15 days to 1 year community service with mandatory minimums that cannot be suspended.

Increases penalties for third-offense DUI within 5 years to felony level: fines up to $10,000 and 2-10 years imprisonment with unsuspendable minimums.

Requires state-wide NIBRS (National Incident-Based Reporting System) implementation for all DUI offenses by January 1, 2020, and creates uniform reporting standards for ignition-interlock device data and drug-testing results.
