Revises penalties for carrying concealed weapons under Section 97-37-1 by eliminating the second conviction penalty tier and making second or subsequent convictions punishable by 1-5 years in Department of Corrections.

Modifies Section 97-37-14 to classify first offense of minor possessing handgun as misdemeanor and second or subsequent adjudication as felony with possible commitment to Oakley Youth Development Center.

Expands Section 97-37-17 to make possession of bowie knives, dirk knives, butcher knives, daggers, slungshots, switchblades, blackjacks, and metallic knuckles on educational property a felony offense.

Increases penalties for possession of stolen firearms under Section 97-37-35, requiring 5-year minimum sentence for first conviction and 15-year minimum for second conviction or possession of 2+ stolen firearms, with consecutive sentencing for crimes committed while possessing stolen firearm.

Transfers jurisdiction of juveniles age 17+ who commit felonies from youth court to circuit court under Section 43-21-151, and extends maximum juvenile detention period from 90 to 180 days under Section 43-21-605.
