Authorizes and directs the Division of Medicaid to study feasibility of a pilot program providing an alternative managed care payment model for children with complex medical conditions (CMC) receiving services from the University of Mississippi Medical Center (UMMC).

Establishes a pediatric organization to function as an integrated pediatric network with capitation agreements with managed care entities, using guidelines developed by the Children's Hospital Association for medically complex children.

Participation in the pilot program is voluntary; children selected may opt out and UMMC may release children from participation at any time.

Requires implementation of the pilot program on or before July 1, 2020, if deemed feasible, with a report on findings and recommendations due to the Governor and relevant legislative committees by July 1, 2023.

Program must not require additional funding from the State General Fund and is designed to reduce Medicaid costs while improving health outcomes for participating patients.
