Establishes an Outdoor Education and Recreation Grant Program administered by the State Department of Education to provide underserved public school students with outdoor education and recreation opportunities aligned with state academic learning requirements.

Program shall prioritize schools and students with greatest needs in suburban, rural, and urban areas, focusing on students qualifying for free and reduced-price lunch, those at risk of academic failure, or potential dropouts.

State Superintendent sets grant award priorities based on criteria including academic improvement, research-based curriculum, healthy lifestyles, use of state parks, participant maximization, matching resources, public-private partnerships, and program evaluation.

State Board of Education creates an advisory committee with representatives from the State Department of Education, Department of Wildlife, Fisheries and Parks, business community, and outdoor organizations to assist in program development and administration.

Creates the Outdoor Education and Recreation Grant Program Fund in the State Treasury to receive appropriations and donations, with funds used solely for grant awards and program administration; effective July 1, 2019.
