Requires the Administrative Office of Courts to implement and maintain uniform reporting standards and a centralized database for jail census data collected by county sheriffs' departments.

Amends jail docket requirements to ensure sheriffs comply with uniform reporting standards and definitions promulgated by the Administrative Office of Courts to promote transparency and clarity.

Creates a 5-member advisory committee on jail census data collection to research data standards, recommend implementation timelines, and suggest electronic processes for data transmission to the Administrative Office of Courts.

Mandates the advisory committee to recommend uniform data collection on detentions, sentence lengths, offense types, and length of stay metrics across all county jails in Mississippi by December 1, 2019.

Takes effect July 1, 2019.
