Amends Mississippi Code sections 37-16-3 and 37-16-5 to prohibit the State Board of Education and local school boards from requiring public schools to administer standardized tests except those mandated by federal law, federal grant conditions, or the "Literacy-Based Promotion Act."

Applies the testing restriction to the statewide assessment program and local district assessment programs, while preserving requirements for basic skills tests and federal compliance testing.

Maintains existing provisions for test security, investigation of testing irregularities, and principal certification of proper test administration procedures.

Takes effect July 1, 2019.
