Designates county election commissioner as a nonpartisan office, effective with the 2020 general election.

Prohibits candidates from qualifying for election commissioner based on party affiliation and bars them from accepting contributions, fundraiser support, or endorsements from political parties.

Requires candidate names for county election commissioner to be listed alphabetically by last name and clearly identified as nonpartisan on ballots, grouped separately from other offices.

Removes the requirement for candidates to declare party affiliation in writing to the board of supervisors.

Takes effect July 1, 2019, with staggered implementation dates (December 31, 2022 and January 1, 2023) for different provisions regarding election commissioner terms and election schedules.
