Limits the caseload of probation and parole officers, field supervisors, and other division personnel supervising offenders in the community to a maximum of 100 cases at any given time.

Requires division personnel to complete annual training on evidence-based practices, criminal risk factors, and methods to reduce recidivism.

Mandates risk and needs assessments for all supervised individuals and requires development of supervision plans for those assessed as moderate to high risk.

Maintains existing requirements for presentence investigations, victim impact statements, and police powers for probation and parole officers.

Takes effect July 1, 2019.
