Repeals Section 27-19-23 of the Mississippi Code of 1972, which imposed an annual tax on hybrid vehicles collected by county tax collectors alongside the highway privilege tax.

Requires the Department of Revenue to refund all payments made under the repealed hybrid vehicle tax prior to the effective date of this act.

Takes effect July 1, 2019.
